Vocational Training in the Context of Law of June 14th 2013 on Employment Security: The “Personal Learning Account”

Abstract

The creation of a universal, individual and integrally transferable learning account is one of the most important initiatives attempted by lawmakers in France. This aspect is evidenced in the early draft of a provision that is aimed to regulate a new category of subjective rights: those accorded to the individual. Among these is the right to lifelong vocational training, which however is far from being well-established, as this paper sets out to demonstrate.
