Resumen
El diálogo social ha tenido una importancia histórica indudable: ha contribuido a la construcción de la normativa laboral y, paralelamente, ha sido un elemento crucial en la construcción del Estado del bienestar europeo de mediados del siglo XX. En España, por su parte, su papel no ha sido residual; tras un breve prefacio sobre el origen histórico y la institucionalización del diálogo social, en el presente trabajo se analizan las diferentes etapas de la interlocución social en España tanto desde una perspectiva jurídica como herramienta el fomento del trabajo decente y, al mismo tiempo, como un mecanismo de cohesión social, establecimiento y consolidación de la democracia y sus instituciones Así mismo, se pone de manifiesto que el diálogo social no es ajeno a la situación económica, política y social del lugar en el que se encuadra sino que se impregna por completo de dichas variables. Por último, también se apuntan algunas de las causas que han motivado el abandono en los últimos años del diálogo social así como las consecuencias derivadas de ello, los nuevos retos y desafíos a los que se enfrenta y las eventuales soluciones que se atisban en una sociedad cada vez más plural y heterogénea.
The social dialogue has had an unquestionable historical importance: It has contributed to the establishment of the labour regulations and, at the same time, it has been a crucial element in the establishment of the mid-20th century European welfare state. In Spain, on its behalf, its role has not been peripheral. After a brief foreword about the historical origin and the institutionalization of the social dialogue, the different stages in the Spanish social interlocution are analysed from a legal perspective as a tool to develop decent employment and, at the same time, as a procedure of social cohesion, establishment and strenghtening of democracy and its institutions. Likewise, it is brought to light that the social Spanish dialogue is not indifferent to the economic, political and social situation to which it is part of, however it is been influenced completely by these variables. Finally, some of the reasons which have caused the abandonment of the social dialogue in the last few years, the consequences originated by it, the new challenges which are faced and the possible solutions which are discerned in an even more diverse and heterogeneous society are mentioned.
