Among the different terms concerning intermediation which the ILO has safeguarded over time, there are those laid down in Convention No. 34, allowing for the coexistence of public and private employment agencies, irrespective of whether the latter are for-profit or not-for-profit entities. The ILO Conventions issued subsequently have made provisions in order to ensure a balance between these bodies, somewhat playing down the relevance of private employment agencies due to the relative monopoly of public employment services.
