Resumen
En este ensayo se comenta que el Convenio OIT n. 140 de 1974 y la subsiguiente Recomendación OIT n. 148 de 1974 tratan de la licencia para estudios como un referente básico del derecho a la formación de los trabajadores, relacionándola con los derechos humanos y con el fomento del empleo. Se observa en este estudio que, habiendo la OIT revitalizado el aprendizaje permanente y continuo para reactualizar la formación profesional (Declaración del Centenario de la OIT para el Futuro del Trabajo de 2019), resulta conveniente asignar un nuevo protagonismo al permiso o licencia para formación previsto tiempo ha en el citado Convenio OIT n. 140; exigencia que también patrocina la Unión Europea por medio de su Pilar Europeo de los Derechos Sociales. A tales fines, se comentarán en estas páginas algunos de los aspectos de la licencia para estudios ex Convenio OIT n. 140, tales como: sujetos, objeto, contenido y financiación, entre otros.
In this paper ILO Convention No. 140 of 1974 and subsequent ILO Recommendation No. 148 of 1974 are discussed. They deal with study leave as a basic reference for the right to training of workers, relating it to human rights and the promotion of employment. It is observed that, having the ILO revitalized the permanent and continuous learning to update professional training (Declaration of the Centenary of the ILO for the Future of Work of 2019), it is convenient to assign a new role to the leave for formation long ago included in the cited ILO Convention No. 140; this need is also sponsored by the European Union through its European Pillar of the Social Rights. To this end, these pages will comment on some of the aspects of the license for studies ex ILO Convention No. 140, such as: beneficiaries, goal, content and financing, among others.
