Resumen

Las normas internacionales del trabajo son instrumentos jurídicos preparados por los mandantes de la OIT (gobiernos, empleadores y trabajadores) que establecen unos principios y unos derechos básicos en el trabajo ampliamente aceptados a nivel mundial, lo que demuestra su eficiente éxito y hace que este año 2019 celebre el centenario de su fundación. Los trabajos de este número especial dedicado al comentario de los Convenios demuestran la necesidad de mantener la OIT como un instrumento eficaz de influencia en la creación y formación de una conciencia social mundial que permita continuar su eficaz recorrido para conseguir el “trabajo decente”. Para ello, resulta fundamental prestar atención al empleo, en sus dos vertientes más representativas, el fomento del empleo y la protección contra el desempleo, tema en el que se centra el Convenio n. 168, aprobado en 1988 por la OIT, que será comentado y examinado en el presente trabajo.

International labour standards are legal instruments prepared by the constituents of the ILO (governments, employers and workers) that establish basic principles and rights at work widely accepted worldwide, which demonstrates their efficient success and makes that this year 2019 celebrate the centenary of its foundation. The work of this special issue devoted to commentary on the ILO Conventions demonstrates the need to maintain the ILO as an effective instrument of influence in the creation and formation of a global social conscience that will allow it to continue its effective journey to achieve “work decent”. For this, it is essential to pay attention to employment, in its two most representative aspects, the promotion of employment and protection against unemployment, a topic on which Convention No. 168, approved in 1988 by the ILO, which will be discussed and examined in this paper.
