Flexibilization of labour in Kazakhstan: New legal Framework and Institutional Decisions

Abstract

Flexibility in labour regulation is one of the important constituents of investment climate. The “Labour market regulation” index is one of the key evaluation criteria of «Doing Business» international rating by the World Bank. Accordingly, flexibilization of employment in this paper covers three aspects: the difficulties in labour relations existing before the adoption of the new Labour code, the new legal framework and its key elements, and institutional decisions of possible challenges regarding labour liberalization reforms.
