Resumen
El discurso relativo a la seguridad e higiene en el trabajo en España a lo largo del Siglo XX, más allá de los cambios nominales que ha conocido, apenas si ha llamado la atención de los historiadores. En el corto plazo sí ha recibido el interés de ingenieros, juristas y muy especialmente de los médicos. Justo los que han protagonizado su desarrollo durante buena parte del periodo analizado. Proponemos en este artículo aproximarnos a la evolución que ha conocido este discurso a lo largo de todo el siglo pasado. Para ello distinguiremos cuatro momentos, a nuestro juicio, bien diferenciados. El primer tercio del siglo, el periodo fundacional y donde nos encontraremos la mayor parte de los principios que van a inspirar este relato durante toda la centuria. El Franquismo hasta la década de los ochenta, en el que se va a producir cierta regeneración de algunos planteamientos pretéritos y, por último, de la segunda mitad de los Noventa en adelante, más concretamente a partir de la promulgación de la Ley de Prevención de riesgos Laborales de 1995, donde se consolidará el discurso que hoy conocemos. En cada uno de aquellos momentos iremos destacando entre consideraciones de carácter general y meramente retórico, lo oficial versus lo privado, lo novedoso y lo recurrente por repetitivo. El recorrido que proponemos nos permitirá apreciar cuánto de nuevo hay en el discurso actual y cuántos aspectos, por más repetitivos que hayan sido, no se han abordado aún. Le proponemos también al lector que preste especial atención a la fortísima contradicción que se va a dar entre lo que a todas luces parecerá evidente y lo que en cada momento resultará ser lo verdaderamente prioritario.
The discourse on occupational safety and health in Spain throughout the 20th century, beyond the nominal changes that have known, has hardly caught the attention of historians. In short term, it has received the interest of engineers, lawyers and especially doctors. Just those who have played a leading role in its development during a good part of the analyzed period. In this article we propose to take a closer look at the evolution of this discourse throughout the last century. To this end, we will distinguish four clearly differentiated moments. The first third of the century, the foundational period and where we will find most of the principles that will inspire this story throughout the century. Franquism until the eighties, when there will be a certain regeneration of some past approaches and finally, from the second half of the nineties onwards, more specifically, since the enactment of the Prevention of Occupational Hazards Law of 1995, which will consolidate the discourse we know today. In each one of those moments we will be emphasizing between general and purely rhetorical considerations, the official versus the private, the novelty and recurrence as repetitive, the route we propose will allow us to appreciate how much there is again in the current discourse and how many aspects, however repetitive, have not yet been addressed. We also propose that the reader pay special attention to the very strong contradiction that will arise between what will clearly appear evident and what will prove to be the real priority at every moment.
